About 500 donors to Cuomo's campaign will receive this letter. The letter talks about how activists claim the current health department review is inadequate.
Writers are hoping donors will pick up their phones and reach out to the governor.
"Do a comprehensive public health impact study -- that's the message. And if you want the votes of residents of New York who are concerned about this issue we want to hear from you before Election Day," said Walter Hang, Toxics Targeting.
