Request That Governor Hochul Prohibit All Forms of High-Volume Hydraulic Fracturing Combined With Horizontal Drilling in New York In Order to Prevent Carbon Dioxide Marcellus Shale Natural Gas Extraction
Greetings,
I write with extreme urgency to document how State and Federal Carbon Capture, Sequestration/Storage and Utilization proposals imperil our efforts to keep New York 100% free of all forms of High-Volume Hydraulic shale fracking, notably using carbon dioxide that has been proposed in our State's Southern Tier.
Carbon dioxide could be injected TODAY into Marcellus Shale for natural gas and oil extraction because New York's High-Volume Hydraulic Fracturing prohibition is limited to using 300,000 or more gallons of water. State Legislation (S8357 and A8866) would prohibit issuing permits that use carbon dioxide to "complete or recomplete natural gas or oil resources." That legislation has not been enacted into law and could be skirted by recently proposed U. S. Environmental Protection Agency (EPA) Carbon Capture, Sequestration and Utilization rules.
Based on new information that I am pleased to share with you, I believe we must take urgent, unrelenting action to block all forms of High-Volume Hydraulic Fracturing combined with horizontal drilling before it is too late to keep our state 100% free of shale fracking.

I now believe New York's High-Volume Hydraulic Fracturing Prohibition was very likely limited to 300,000 or more gallons of water in order to permit massive Carbon Capture and Sequestration efforts associated with injecting carbon dioxide into Marcellus Shale for natural gas extraction purposes.

What is Carbon Capture and Sequestration?
Carbon dioxide released by burning fossil fuels contributes to global climate change by warming the planet. In theory, carbon capture involves trapping carbon dioxide gas before, during or after fossil fuel combustion. Sequestration/Storage involves compressing carbon dioxide gas into a fluid that can be transported and injected into deep, porous geologic formations where carbon dioxide is adsorbed and cannot migrate into the atmosphere. Fluids can be used for shale fracking.
Why is Carbon Capture and Sequestration Highly Problematic?
The fossil fuel industry promotes Carbon Capture and Sequestration because it theoretically allows continued use of fossil fuels while mitigating climate change. In reality, Carbon Capture and Sequestration has never been translated into large-scale practice due to formidable technological and economic barriers.
Examples of Proposed Carbon Capture and Sequestration in New York and Nationwide
Carbon Capture and Sequestration was actually proposed at a coal-fired power plant in Jamestown, NY circa 2008:

Conclusion
Carbon Capture and Sequestration is similar to a wide range of highly dubious "green" energy alternatives, such as "renewable natural gas," "renewable hydrogen," "green" shale fracking and "new wave" nuclear energy. We must not allow New York or the nation as a whole to adopt these ill-considered proposals with grave shortcomings.
Above all, we must gain a favorable reply to our: Request That Governor Hochul Prohibit All Forms of High-Volume Hydraulic Fracturing Combined With Horizontal Drilling in New York In Order to Prevent Carbon Dioxide Marcellus Shale Natural Gas Extraction
New York must comprehensively prohibit all forms of High-Volume Hydraulic Fracturing combined with horizontal drilling or Carbon Dioxide could be injected into New York's shale formations to extract natural gas and oil. This is because the process is currently allowed and could be defined and permitted as Carbon "Sequestration," "Storage" or "Utilization" pursuant to the EPA's proposed rules.
New York has not established a State Carbon Capture and Sequestration program, but is reportedly considering doing so:

We must also make sure the Governor does not sign into law fatally flawed legislation (S8357 and A8866) that is woefully inadequate and could be skirted by EPA's proposed Carbon Capture, Sequestration/Storage and Utilization rules.

Simply say: "My name is __ and I live at __. I request that Governor Hochul immediately adopt a comprehensive 100% prohibition of all forms of High-Volume Hydraulic Fracturing using water and non-water methods, including carbon dioxide, nitrogen, liquefied petroleum gas or any other substances, combined with horizontal drilling."
