Dear Governor Cuomo:

We, the undersigned, write very respectfully to request that the Findings Statement issued by your Department of Environmental Conservation for its Final Supplemental Generic Impact Statement (SGEIS) on the Oil, Gas and Solution Mining Regulatory Program (May 2015) will:

A. Implement the No - Action Alternative in the Final SGEIS: "The denial of permits to develop the Marcellus Shale and other low-permeability gas reservoirs by horizontal drilling and high-volume hydraulic fracturing."

B. Implement Department of Health's (DOH) key policy recommendation in its Public Health Review of High Volume Hydraulic Fracturing for Shale Gas Development:

"Until the science provides sufficient information to determine the level of risk to public health from HVHF [high-volume hydraulic fracturing] to all New Yorkers and whether the risks can be adequately managed, DOH recommends that HVHF should not proceed in New York State."

C. Require that DEC's final decision in the SGEIS matter cannot be revisited without conducting a new State Environmental Quality Review.
