I am writing to support the many calls you have already received requesting you to expand the scope of your Department of Environmental Conservation’s Marcellus Shale draft Supplemental Generic Environmental Impact Statement in order to fulfill the requirements of Executive Order No. 41. The current draft is severly lacking according to many advocates.
I am also concerned about safety of many of residents in New York State. During the last year, more than 20 million gallons of gas drilling wastewater have been discharged into publicly owned treatment plants in New York State that are not designed, constructed or maintained to remove TDS, radionucleotides or other toxic constituents. To date, no programs have been established to safeguard workers, public health and the environment from brine hazards.
Expanding the scope of the draft SGEIS to include additional concerns, notably how to manage gas drilling wastewater;
I would like to request that you act:
1) Establishing Citizens and Technical Advisory Committees to help DEC revise the draft SGEIS;
2) Providing at least 30 days public comment to identify additional issues to be included in the draft SGEIS scope;
3) Requiring individual EIS reviews for horizontal hydrofracturing permits, "GA effluent limitations" for hydrofracturing, deep well injection and wastewater treatment as well as updating DEC's 1992 GEIS.
