#2: Criticize the Governor For Signing the Fatally Flawed Kelles/Webb Carbon Dioxide Shale Fracking Legislation Into Law

The Kelles (A8866)/Webb (S8357) legislation purports to prevent carbon dioxide from being used to "complete or recomplete natural gas or oil resources," but the bill deliberately excludes carbon dioxide from the definition of High-Volume Hydraulic Fracturing. This exclusion makes zero sense.

The new law fails to prohibit carbon dioxide from being injected into Marcellus Shale through Carbon Capture and Storage efforts. This could circumvent the proposed prohibition against using carbon dioxide to "complete or recomplete natural gas or oil resources."

The bill is also shockingly inadequate because it fails to prohibit all forms of High-Volume Hydraulic Fracturing, such as using nitrogen, propane, natural gas or even water one gallon less than the current 300,000 gallon limit.
